Funds to claim car from garage

This is a grandmother that has been caring for her grandson since he was born. He is currently in a residential treatment facility in Pittsburgh. Grandmother had her car fixed at the garage but does not have the funds to pay the bill to get her car from the garage. She relies on her car to be able to visit with her grandson monthly instead of having to pay to rent a car. The total amount to be able to pick up her car is $1700.
